General Rules
- No alcoholic beverages allowed on the grounds. Any signs of alcohol or illegal drugs being used is immediate disqualification.
- Each tractor may be entered in more than one class, but only once in each class.
- Tractors must weigh-in prior to start of contest.Weight will be taken with the operator on the tractor. The puller is to light weigh his tractor, then move off the scales to weigh-up so as not to hold up the weigh-in process. The flagman will have the option to spot re-weigh any contestant. Once a tractor is weighed and RPM checked, it will be driven to the staging area, and remain there until it pulls. No return to pits after it is weighed in for a pull.
- The tractor operator must be 18 years of age or at least14 years of age with parent's/guardian's signed consent.
- Driver must remain seated during the pull and have complete control of the tractor at all times.
- Tractors must be operated in a safe manner at all times on and off the track or will be disqualified.
- No portion of the tractor shall interfere with the sled or sled hitching device during a pull.
- Contestant has three (3) minutes from the time the sled has backed into place to be hooked to pull.
- All pulls must start from a tight hitch. No jerking permitted during the pull. Contestants will be allowed two (2) attempts to move sled for official measurement.
- First puller of each class will be test puller, and may take that pull of the sled if it is set correctly and the puller feels they did well. All other contestants must pull in the position drawn. First puller may choose to come back and pull again in third position.
- All tractors must stop immediately at the request of the judge. The pull shall be over when forward motion stops. The judge shall hold hole digging to a minimum. When contestants are red flagged they must stop their units and shut down immediately.
- Tractors must remain within boundaries of contest course during the pull or the pull will be disqualified. Any unit crossing the white chalk boundary line during the pull will be disqualified.
- All weights must be safely secured to the tractor. If anything is lost during the pull, green flag will result in disqualification.
- No extra riders will be allowed on the pulling vehicle at any time.
- Failure to comply with these rules will disqualify any contestant. Rules will be enforced.
- Committee has the right to reject any or all entries if they do not comply with association's rules.
- Fuel or oil spots greater than 8 inches in diameter formed from fuel or oil spilled from a pulling vehicle while within the boundaries of the track will be grounds for disqualification.
- No changing of tires between 3Farm stock2 and 3Off Farm2
- Each driver will pay a $11.00 entry fee per each class entered.
- Must be 3 entries per class to run.
- Pace classes will be run by pace device
- Sled will be spotted in center of track for all pullers.
- In a pull off situation there will only be one attemp to pull.
RULES for 4x 4 TRUCK PULLS - GENERAL RULES
- *Any external parts, weights, or excessive fluid lost (water, oil, fuel) over 8” indiameter, while hooked to the sled, will be grounds for disqualification. Internal breakage, resulting in being towed off the track is not ground for disqualification.
- *Any truck may be disqualified if found unsafe or operated in an unsafe manner.

RULES for “Factory Stock” class
- All trucks must have valid and current license, inspection, and insurance coverage.
- All pickups may have weights in the bed, which must be securely fastened. No front end weights or in the cab allowed.
- Road fuels only allowed.
- The maximum hitch height shall be 26 inches.
- All trucks must pull off of class hitch or bumper.
- Dual wheel pickups are allowed.
- DOT approved tires only. No cut tires.
- All trucks will be checked for modifications.
- No solid suspension or blocks/stops
- Only two modifications will be allowed on each vehicle example (bigger tires and a performace chip)
- No nitris or propane allowed
- Tires will be classified by the placard on the door
RULES for “Stock Altered” class
- All trucks must have valid and current license, inspection, and insurance coverage.
- All pickups may have weights in the bed, which must be securely fastened. No front end weights or in the cab allowed.
- Road fuels only allowed.
- The maximum hitch height shall be 26 inches.
- All trucks must pull off of class hitch.
- Dual wheel pickups are allowed.
- DOT approved tires only. No cut tires.
- No solid suspension or blocks/stops.
- No nitris or propane allowed.
- No tires bigger than 36”.
- Must have stock bumpers.
RULES for “OPEN” class
- All weights must be securely fastened.
- Fire extinguishers are mandatory.
- Driveshaft loops, blowproof bellhousings or transmisison blankets are strongly recommended.
- Maximum hitch height shall be 26 inches.
- All trucks may be inspected at any time.
- No nitris or propane allowed.
- Factory frame at factory length with factory body.
- Hitch must be furthest part of truck.
- No bigger than 36” tires.
- DOT approved tires.
- Weight in front not to exceed 24” in length.
RULES for FARM STOCK CLASSES
- Contest is open to farm tractors with rubber tires. No dual wheels, no tire studs or chains. No governor strings or wires, etc.' Four wheel drive allowed; front drive must be disengaged during the pull.
- The tractor operator must be 16 years of age.
- This contest will be operated as a stock appearing block contest a stock block tractor is a tractor having a standard block and crankcase for make and model being entered. The chassis must conform with engine being entered.
- Only one pull will be allowed per contestant unless a tie is declared. Last three pullers of the prior class will have the option to align in a way that they will not fall into first, second, or third puller, prior to the start of the next class.
- Drawbar is to be stationary in all directions with maximum of one (1) inch play. No standing on hitch while being measured and no top link. 20” point of hook height.
- Minimum drawbar length is 24 inches from the center of the rear axle to the center of the hole at point of hook.
- All weights must be secured to the tractor. Any external parts or weights lost or excessive fluid loss (water, oil, fuel) over 8 inches in diameter while hooked to the sled will be grounds for disqualification. Internal breakage that must be towed away is not grounds for disqualification but if driven away under own power is grounds for disqualification
- Hitching device must have a three (3) inch hole, one (1) inch thick, and one (1) inch from rear edge for the hook.
- No pressurized tanks allowed except for LP gas. No oxygen or alcohol fuels allowed or other fuels allowed. Tractor will be checked.
- All exhaust to be at least 18 inches from hood line upward or approved under slung type exhaust.
- No weight, frame of weight may extend more than 24 inches beyond front of tractor.
- All tractors must be equipped with a hood and grill.
- The use of torque converters, automatic shifts, etc. will be permitted during the pull.
- Contestants shall draw by lottery for pulling position in each weight class.
- Each contestant will have two attempts at a pull in the 75' starting area. Sled will be relocated at the starting line.
- Maximum fuel injection pump shall be an "A" series inline pump.
- Tractors may be equipped with any single stage turbo charger. Turbo charger must have an inlet opening of no more than three (3) inches.
- Top three tractors in each class will be checked at the discretion of the judge.
- Tractors will be re-weighed immediately if any disagreements arise concerning the weight of a tractor.
- Judge or flagman has the right to stop and disqualify any tractor if it is not being operated in a manner that would be considered safe.
- Wheelie bars and drawbar should not be connected in any way

RULES for "OFF THE FARM" CLASSES
One size larger tire width allowed if rim is one size smaller diameter. Example: 20.8 x 388=23.1 x34
- Drivers must be 18 years of age at least 14 years of age with parent's or guardians signed consent.
- Tractor must have a stock block. The chassis must conform with the engine being entered.
- Tractors must be equipped with a factory operating PTO. If tractor was equipped from the factory with three point, fenders, and hydraulics they must be on the tractor to pull.
- Tractor must be equipped with a factory drawbar. Hook point is measured from the center point of the rear axle to the point of hook. Minimum drawbar length shall be 30 inches.
- Tractors shall not exceed 3000 RPM.
- Tractors may be equipped with any single stage three (3) inch turbo.
- No weight shall extend more than 24" beyond front of tractor.
- Tractors must remain in the boundaries of the course during the pull or the pull will be disqualified. Any part of the tractor crossing the white chalk line boundary will cause the pull to be disqualified.
- All weights must be secured to tractor. Any external parts or weights lost or excessive fluid loss (coolant, oil, or fuel) over eight (8) inches in diameter while hooked to the sled will be grounds for disqualification. Internal breakage causing the tractor to be towed away is not grounds for Disqualification. Internal breakage occurs but tractor is driven off the track under its own power is cause for disqualification.
- No extra riders will be allowed on the pulling vehicle at any time.
- Off the farm tractors must pull with factory wheels with cast centers on rear if equipped from the factory on class’s 11,000 lb. turbo and up.
- Absolutely NO cut tires allowed!
- Drawbar height 20 inches
- Failure to comply with rules will disqualify any contestant.
- Committee has the right to reject any or all entries that so not comply with the Association’s rules.
- If tractor is factory equipped with 20.8x42 is allowed only for 17,000 lb. “Off The Farm”

RULES FOR OPEN CLASS
(Limited to Farm, Modified, Pro-Stock & Super Stock Tractors)
- All tractors entered in this class must have working safety kill switch on back of tractor. Tractors will be checked for working kill switches prior to pulling. Tractors must have transmission safety scatter blankets. Tractors must have wheelie bars.
- Tractors must be weighed-in prior to start of contest.Weight will be taken with operator on tractor. The flagman will have the option to spot re-weigh any contestant.
- No RPM limit.
- No pace.
- No dual tires allowed. No four wheel drives allowed
- Committee has the right to reject any tractor they feel is unsafe for competition.
- Tractors must have fenders and side shields.
- Drivers must wear helmets.
- Tractors must be equipped with wide front ends.
- All weights must be secured to tractor. Any external parts or weights lost or excessive fluid loss (coolant, oil, or fuel) over eight (8) inches in diameter while hooked to the sled will be grounds for disqualification. Internal breakage causing the tractor to be towed away is not grounds for Disqualification. Internal breakage occurs but tractor is driven off the track under its own power is cause for disqualification
- Hitches must be 1" thick, have a 3" diameter hole that is 1" from the rear of the hitch.
- Fire extinguishers are mandatory!
- The 6000 lb. class is for naturally aspirated engines only. One engine only. Gas or diesel modified or farm tractor.
- Wheelie bars and drawbar should not be connected in any way.

Garden Tractor General Rules

$10 entry fee per class
- All contestants must independently operate their tractor in a safe manor.
- Youth pullers under 12 MUST have an adult accompanying them at all times ON and OFF the track. (Youth are 14 years of age and < ).
- Contest committee reserves the right to reject any and all entrees.
- All tractors weight and hitch height will be checked by an official before entering the puling staging area.
- Each tractor may enter only once per class.
- Contestants must keep one hand on the steering wheel and their butt on the seat. Any unsafe behavior will result in disqualification.
- Any weights lost while hooked to the sled will result in disqualification.
- Puller will be disqualified if the tractor goes out of bounds or exceeds the speed of any pace device.
- All tractors must be equipped with wheelie bars or other such device to keep tractors from “flipping back”.
- All weight brackets, hitches, and wheelie bars must be made of good construction and securely fastened.
- No object should protrude beyond a safe distance fro the fractor.
- All pullers must wear a helmet.
Stock Rules
- Engine must be governed not to exceed a maximum of 4000 rpm’s.
- Max advertiesed 20hp.
- 102 max hitch height.

Stock Altered Rules
- Any engine exceeding 4000 rpm1s MUST have a steel flywheel.

All Terrain Vehicle Pull (ATV) Rules

$10 Entry Fee per class
- ATV may only pull one time per class.
- ATV must have a secure hitch that is stationary in all directions with a maximum hitch height of 12 inches and 1-inch minimum hole in hitch. This hitch may not extend more than 12 inches from the center of the rear axle.
- ATV must use only two driving wheels. NO duals are allowed.
- ATV must use only rubber tires. NO chains or studs are allowed.
- ATV must have working brakes, fenders over the two rear tires, and a spring return throttle (lever or twist grip).
- All ATV’s must be operated in a safe manner on and off the track. NO speeding, wheelies or horseplay will be accepted.
- All drivers must wear a shirt, pants, boots, and a HELMET.
- The first puller is the “test puller” in each class. He/she has the option to keep the pull or to repull in third or last spot in the class. If he/she choices to repull the first pull is erased. The decision to repull must be made before the ATV leaves the track.
- All ties must be pulled off to determine placing.
- If the puller goes out of bounds during the pull you are done. This includes the ATV or the sled.
- The puller will be given two consecutive attempts to start the sled within 50 feet of the starting line.
- All pulls must start with a tight hitch. No jerking is allowed.
- The loss of any object while hooked to the sled will be a disqualification.
- If an ATV has been entered and needs to be scratched, a refund of the entry fee may be allowed only if mechanical problems existing before the pull cannot be fixed.
- No weights can extend more than 6 inches in front of and/or rear of the tires. THIS WILL BE MEASURED.
- ONLY pump gas is permitted for use as fuel.
- No engine, suspension, or gearing modifications. (Exception: ratchet strapped suspension allowed as long as not solidly blocked.) Air filter upgrades are not considered modified.
- No tires with tread bars running the full width of the tire.
- All entries are stopped once the first ATV of that class hooks to the sled.
- All rules will be settled by the judges and their decisions are final.

CLASS 3 Fun & Safety Poster Contest
RULES
The Bureau of Ride & Measurement Standards under the Pennsylvania Department of Agriculture is conducting a statewide poster contest on “Fun and Safety on the Fairgrounds” to increase fair safety awareness. The poster exhibits will further promote the Fun-Safety concept as visitors view the individual entries.
CRITERIA FOR THE CONTEST:
- Only one poster may be submitted per student, per age group. There will be three state competitions: ages 8-11, 12-14, 15-18. Students must be in one of these age groups as of June 1, 2009 to qualify.
- The poster size must be 14 1/2 inches X 22 inches, equivalent to one-half of a standard poster board. Other sizes will not be accepted for judging at the state level.
- This year’s theme is “Fun and Safety on the Fairgrounds.” Students should use this theme on their poster and illustrate the interdependence between riders and rides. The poster must contain items pertaining to amusement rides and may include any of the additional items listed below:
- Tram-fairgound tp and from parking lot transportation
- Livestock-bite-kick-runaway-hand-feeding hazards
- Horse drawn wagons and equipment dangers
- Trators and tractor deawn equipment dangers
- Caged poultry and animal hazards
- Trip hazards
- Each student should place the following information on the back of the poster in the bottom left corner:
- Students Name
- Age of Student
- Address
- Phone Number
- The winner of each age group will need to provide a social security number to the fair secretary in order to continue to the state level competition. Only one poster per age group per fair may be forwarded to the state competition.
- Posters will be evaluated on use of: the theme, visual appearance and creativity in relation to the exhibitor1s age.
- Checks for $100, $ 75, and $50 will be presented by the Pennsylvania Department of Agriculture to the top three individuals during the 2011 PA FARM SHOW.Winners will be notified in advance and invited to attend an awards presentation. Winners will be required to provide their socal security numbers for award disbursments.
- All posters must be handed in to the fair office by Monday, September 20th by 7:00 pm.

RULES
- Contest is open to any Pennsylvania resident.
- Contestant will select the bale to be thrown from the bales provided.
- Each contestant will be allowed one (1) throw.
- Crossing the foul line with one’s body will result in disqualification.
- The bale must remain inside the twenty (20) foot wide throwing area at all times.
- The distance will be measured from the nearest point where the bale hits the ground.
- Positions for competing will be determined by lottery.
- Contest will take place in outside arena
- Bale size for youth division will be one-half regular size.

TUG OF WAR CONTEST

RULES
- A team roster shall be submitted to a contest official prior to the start of the contest at the speaker’s platform. The roster shall include the team’s name, team captain’s name and complete mailing address, and the names and addresses of the remaining team members.
- Team captains should register their team one (1) hour prior to starting time.
- Teams shall be limited to 2000 pounds each as determined on the Fair Association scales.
- Pulling position shall be determined by lottery.
- The pull will start from a tight rope at the judge’s signal.
- Contest will be conducted as a double elimination tournament.
- To be declared a winning pull, the flag (at midpoint from the ends of the rope), must cross the line which is ten (10) feet on either side of the flag or after one (1) minute the team who has moved the flag to their own side of the line will be declared the winner.
- No spikes are permitted on contestants’ shoes.
- The pulling rope will be provided by the Fair Association.
- Contestants may compete on one team only.
- Co-Ed teams should be made up with half of each.
- Contest will take place on the tractor pulling track.
- Judges decisions will be final.

CLASS 4 FAIR QUEEN CONTEST
Beaver Community Fair Queen Contest
Purpose: The purpose of the Beaver Fair Queen Competition Program is to encourage the promotion of agriculture through the Beaver Community Fair, and to create better relations between youth and adults in both rural and urban settings.
STATE COMPETITION RULES:
- All contestants mst comply with all the following rules in order to be eligible for the
final State competition. - Fairs musst use all of the PA State Fair Queen Program-approved contest Rules listed below for thier local Queen contest. Rules must be listed in the Fair’s Premium Book.
- The PA State Fair Queem Program is not responsible for any other rules that a fair might add to supplement these State rules (ex: some Fairs elect to add a county residency requiremnt; others add a talent requirement.)
- Be a female who is a U.S. citizen and a resident of Pennsylvania.
- Be at least age 16, but no older than 20, years of age as of June 1 of the year entering
the local contest. - Be the certified representative from the local fair where she was crowned.
- Have not been a former local Fair Queen winner, nor a former State Fair Queen contestant.
- Not hold any other title or ny other commodity group or pageant.
- Have her parent(s)’ or guardian(s)’ consent to enter the State competition.
- Be single, have never been married, have not been pregnant nor given birth to a child.
- Be a good moral character (at the discretion of the Committee)
- Be able to meet all time commitments, Queen obligations and dress code as set forth by the PA State Fair Queen Program.
- Written Essay on the topic “What My Fair Means To My Community”. (300 words or less). Juding Criteria: Content, Grammar, and Spelling. [15 points]
- Personal Interview - each contestant will meet alone with the panel of 3 judges. Judging Criteria: conversational ability, the answers to the questions, appearance/poise, activities, and knowledge of the fair industry. [35 points]
- Speech Presentation on the topic “Why You Should Come To My Fair” (3-5 minutes; timed event). Persuasive speech appropriate for an audienceof adults. the audience is the panel of 3 judges along with any other parents, fair members, or guests who wish to view the presentations. Props that enhance this speech for this targeted audience are permitted, but not required. Contestants are judged on the effectiveness of their public speaking skills; not “entertainment”. Overhead projectors or Powerpoint presentations are not permitted. Judging Criteria: speech content (to include agriculture), speech format, conveying a message, public speaking ability, and poise/presence. [30 points]
- Evening Gown/Introduction - this segment is conducted on stage, in front of the convention banquet guests (approximately 1,000 people) including 3 Judges. Each Contestant makes a personal introduction to the audience, similar to that which a Fair Queen would give when visiting a Fair or other public event. The Contestant has approximately 15 second to make this introduction.
STATE FAIR QUEEN OBLIGATIONS:
The winner receives a $2,000 scholarship upon meeting the following obligations:
- Attend all PA State Fair Queen Program sanctioned events including, but not limited to: Cornucopia (Harrisburg), PATravel Council Tourism Day (Harrisbur), Ag Progress Days (Rock Springs, PA), Farm-City Day (Harrisburg), the Pennsylvania Farm Show (Harrisburg), and the Pennsylvania State Associaiton of County Fair’s Convention (Hershey).
- Attend fairs in all four (4) zones of the PA State Association of County Fairs (PSACF), when invited.
- Attend other events/obligations that may arise on behalf of the PSACF.
- Keep and Event Summary log (Event name and location, purpose/target audience, number of attendees, and contact person).
- Make a scrapbook and create a display for the 2010 PSACF Convention showing how she promtoed fairs and agriculture during her reign.
- Attend and participate in the 2010 State Fair Queen competition and crown the 2010 State Fair Queen.
- Show proof of scholarship eligibility by presenting a current tuition bill or grade report from her college/university.
- Was exclusively the PA State Fair Queen for her entire reign and did not participate in any other agenants nor hold a title for any other commodity group during that time. In addition to the state requiremnts the following rules/requirements are to be followed by the Queen and Alternate as stated by the Beaver Community Fair Association.

Ex. 4-H, FFA meetings (other than own club or chapter), School event i.e. - sheep to shaw & Food for America - Give a Presentation or Speech at an event - 5 pts

Ex: Radio interview, Public Service Announcement, Newspaper Articles*

Ex: Livestock shows, livestock sale, tractor pull, & Fair Queen Crowning - Scrapbook to document activities - 15 pts

BEAVER FAIR QUEEN ALTERNATE REQUIREMENTS

DUTIES OF THE BEAVER FAIR QUEEN
- The Winner will reign for one year.
- She must be available to attend several functions during the 2011 Beaver Fair.
- She must attend and participate in other activities and functions. State Fair Queen competion in Hershey, January ___, 2010, at the state convention
at the expense of the Beaver Fair Associaiton. (The fair association will provide a chaperone.)
- Speaking engagements throughout the year
- Public appearances throughout the year
- Assist with events During the Beaver Fair
- Assist with the crowning of the Beaver Fair Queen for 2012 - The Queen and Alternate must sesnd a report to the Fair Queen Committe every two
months. The repost must incude information onthe activities and events she has completed and plans of upcoming activities and events.
The winner and alternate will each receive cash awards $500.00 and $250.00 respectively.
The Queen will receive $125.00 and the Alternate $75.00 at the end of the Fair.
The remainder will be presented as each one earns 25 pts out of the 100 required for
promotions for the year, for each 25 pts earned the Queen and Alternate shall receive
$93.75 and $43.75, which will be given at the end of the reign. If the Queen and Alternate
have completed their requirements to the satisfaction of the Fair Queen Committee.
*For every 20 points above the required 100 the Queen & Alternate can earn additional
money. The Queen & Alternate shall receive money toward mileage for every 5 approved
traveling promotions she completes.
Due to the newness of the program and minimal funding the dollar amounts for both
mileage and additonal promotions will be determined at the end of the Queen’s reign, &
will be awarded with the rest of the prize money.
The due date for the queen competition entry and biography is August 15, 2010 - it will
not be extended.
